The Charter Phase is a short, fast phase to rapidly scope out a development program. You may already have a “Phase Zero” or “Phase One” in your phase gate process that includes a charter — but this phase often takes more time than it needs to deliver the outcomes that your leadership wants from it.

A well-run Charter Phase sets up the development program for success by scoping out the major Key Decisions that will need to be closed in order to get a successful product.
